What should you be doing now to reduce the impact? More importantly, how should you be preparing for the possibility of this situation continuing and worsening over the next few years. At some point, the effects will be unmistakable and will affect your water availability for sanitation, culinary uses, and food production/ availability/ cost
The time to head off the worst of such impact is now. The responsibility lies with all of us, not some government bureaucrat who won't get the memo until it's to late to respond ahead of the issues, and then won't do the right things anyway.
